Given that,
Two numbers are 25% and 40% less than a third number respectively.
Let the third number be 100.

Now,
First number = 100 - 25% of 100
= 100 - 25
∴ First number = 75
And
Second number = 100 - 40% of 100
= 100 - 40
∴ Second number = 60

∴ Ratio of the first two numbers = First number/Second number
= 75/60
= 5/4

∴ The ratio of the first two numbers is 5 : 4.
