The committee is to approve the budget. (make it passive)

Active Voice: The committee is to approve the budget.
Passive Voice: The budget is to be approved by the committee.

• Active voice থেকে passive voice করার নিয়ম:
- Active voice এর object টি passive voice এর subject হয়।
- Tense অনুযায়ী auxiliary verb বসে।
- তারপর মূল verb এর past participle হয়।
- Active voice এর subject টি passive voice এর object হয়।
- তার পূর্বে preposition (by, with, at, to, in) বসে।

• am to/ is to/ are to/ have to / has to যুক্ত বাক্যকে Voice change করার নিয়ম: 
- Active voice এ am to/ is to/ are to/ have to / has to ইত্যাদি থাকলে Passive Voice এ am to/ is to/ are to/ has to / have to এর পরে be বসে এবং be এর পরে মূল verb এর Past Participle form হবে।

Active: I am to do it.
Passive: It is to be done by me.
